Statement on the agreement on CBAM

Commenting on the agreement, Manuela Ripa, shadow rapporteur for the Greens/EFA group on the Carbon Border Adjustment Mechanism (CBAM), said:

"There is a new agreement on CBAM that contains contains light and shadow. It is good that in 2032 the free allocation of EU ETS emission allowances, which ultimately did not advance the decarbonization of industry to the necessary extent, will finally be ended with the carbon border adjustment mechanism.

Following yesterday's agreement, emission allowances will now only expire two years later than called for in the EP Environment Committee's deal. However, this is still better than the Commission's proposal, which did not envisage the end of certificates until 2035.

The CO2 border adjustment is also to be extended to all sectors in emissions trading from 2030, as we demanded. However, the agreement contains softening in the area of export rebates, where free allocation should continue to be possible, as well as softening in the scope of application. More could have been achieved.

Overall, we need CBAM as a strong instrument for the industrial policy shift at global level towards CO2-free, sustainable technologies."
